The prison is run by HMPS as part of the North West Region. It has a capacity of 1115 and the #1 governor is Adam Dobson (acting),who has been in charge since October 2022.

HMP Risley, near Warrington in Cheshire, opened in 1965 as a remand centre for both men and women awaiting trial. It became a men-only Category C resettlement prison over the following decades, with a capacity of around 1,115, and today around four in ten of the men held there have been convicted of a sexual offence, alongside a general Category C population and a small number on remand.

HM Inspectorate of Prisons visited in January 2024 and found substantial, measurable progress across every area of concern raised at previous inspections. Inspectors highlighted improved living conditions, more time out of cell, a wider range of well-attended activities, new offending behaviour programmes for prisoners convicted of sexual offences, and expanded one-to-one support from offender managers. The one area that had not improved was self-harm, which inspectors found remained stubbornly high despite better care for those at risk.
