Whitemoor is a maximum security prison for men in Category A and B. It is one of eight High Security prisons, and is run by HMPS as part of the East of England region/ Long Term & High Security Group.. The #1 governor is Ruth Stephens, who has been in charge since October 2019. The prison has a maximum capacity of 473 inmates.
HMP Whitemoor opened in 1991 near March in Cambridgeshire and is one of the UK’s eight high-security prisons, holding some of the country’s most dangerous and long-serving male offenders. Around a third of the population holds Category A status, and the great majority are serving sentences of ten years or more, with the Board estimating roughly 80% assessed as presenting a very high risk of serious harm. As well as standard wings, the prison runs a specialist unit for highly disruptive prisoners and a Close Supervision Centre for the most difficult individuals in the system.
His Majesty’s Inspectorate of Prisons carried out an unannounced inspection in October 2025, its first since 2022, and found genuine improvement in the intervening years, including reduced violence and a more settled regime. Inspectors did raise concerns about the prison’s approach to deciding staffing levels for unlocking prisoners, which it judged too inflexible, a finding the Prison Officers’ Association publicly disputed, arguing that staffing in such a high-risk environment has to be based on documented risk assessments to keep everyone safe.
