Complaints and the Prisoner Ombudsman (Northern Ireland)

If something’s wrong and needs raising – whether you’re the prisoner or a worried family member – Northern Ireland has a clear, staged process for complaints, with independent oversight if the prison doesn’t sort things out.

Stage 1. A prisoner can complain using a Prison Complaint Form, put in a complaints box on the wing, within 21 days of the issue. Staff should interview the prisoner within 24 hours, and the prison should give a written response within 14 days.

Stage 2. If the response at Stage 1 isn’t satisfactory, the prisoner can escalate to Stage 2 within 10 days, for a second look – again with a 14-day response target.

Former prisoners. If someone’s already been released, there’s just one stage: a written complaint to the prison Governor within 21 days of the issue, with a 14-day response expected.

The Prisoner Ombudsman. If the internal process doesn’t resolve things, or the deadlines are missed, you can take it to the Prisoner Ombudsman for Northern Ireland, normally within 30 days of the final prison response (or of the missed deadline). The Ombudsman’s office is independent of the Prison Service, and will write back within 5 days of receiving a complaint to explain what happens next. They do have some discretion to look at a complaint raised later than 30 days, particularly for serious issues.
