Hewell, near Redditch in Worcestershire, is a Category B reception prison for adult men with capacity for over 1,000, serving courts across Worcestershire, the West Midlands and Warwickshire.
The most recent independent inspection, in June 2025, rated Hewell “not sufficiently good” for safety, purposeful activity and preparation for release, and “reasonably good” for respect. Inspectors found support for newly arrived prisoners too limited, with restricted access to work, education and phone contact, and around 40% of the population spending more than 21 hours a day in their cells. Mentally unwell men were found to be waiting far too long for transfer to hospital, with some waits exceeding 247 days. The prison had also had four different governors in three years, though the newly appointed governor was seen as showing real commitment. On the positive side, staff-prisoner relationships were a genuine strength, physical security had improved with sealed windows and anti-drone netting, and peer mentors and mental health and substance misuse services were praised.
