Holme House, in Stockton-on-Tees, opened in 1992 and is a Category C training prison with capacity for over 1,200 men. In 2016 it was chosen as one of six “reform prisons” nationally, giving its governor greater day-to-day autonomy.
The Independent Monitoring Board’s most recent annual report described a difficult year on safety: self-harm incidents reached 928, assaults on staff rose to 90 from 40 the previous year, and use of force incidents jumped sharply, from 268 in 2022 to 856 in 2024. Drugs remained readily accessible via drones, visitors and the post, and the board also raised concerns about a five-year decline in prisoners gaining educational qualifications and unfunded roof repairs. On the positive side, healthcare was judged generally good despite staffing pressures, reception procedures were handled with care, and 54 prisoners completed substance-free living programmes during the year.
