The number 1 governor is Marcella Goligher, who has been in charge since October 2016. The combined prisons have a capacity of 1079 and are run by HMPS as part of the Yorkshire and Humberside Region.
Humber, near Brough in East Yorkshire, was formed in April 2014 by merging two neighbouring prisons, the former HMP Everthorpe and HMP Wolds, connected by a secure corridor. It is a Category C prison with combined capacity for over 1,000 men.
The most recent independent inspection, in November and December 2023, found prisoners generally felt safe and reasonably well treated by staff, and preparation for release was judged reasonably good, but purposeful activity was rated not sufficiently good — inspectors’ central concern was that prisoners did not get enough time out of their cells or enough to occupy them during the day. Other areas flagged for improvement included healthcare and medication safety, maths qualifications, vocational workshop training, and support with housing ahead of release.
