HMP Stocken opened in 1985 as a young offenders’ institution in rural Rutland, with an initial capacity of just 300 places for young men aged 15 to 21. It has since transitioned to a Category C training prison for adult men and been expanded repeatedly, most recently with a new houseblock completed in October 2024 adding a further 214 places, bringing its operational capacity to around 1,188.
The Independent Monitoring Board’s most recent annual report recorded four deaths during the reporting year, three in custody and one shortly after release, alongside ongoing staffing pressures within the Board itself. On the security side, an x-ray baggage scanner was introduced to strengthen the searching of prisoners’ property, though a planned upgrade to gate security ran into cost problems because the physical space available was too small for the equipment needed. The new Oakham wing opened ahead of schedule, helping to relieve national overcrowding pressures, and the prison introduced tighter controls on what possessions prisoners can keep, including perishable food items, following concerns raised in a national review.
