HMP Usk, in Monmouthshire, opened in 1844 as a house of correction and later served as the county gaol before closing in 1922. It reopened in 1939 as a borstal and became an adult Category C prison in 1990. It now specialises in holding vulnerable men, including many convicted of sexual offences, across four wings with a capacity of around 280, and is managed together with the neighbouring open prison, HMP Prescoed.
HM Inspectorate of Prisons visited both Usk and Prescoed in May 2025 and described an overwhelmingly positive culture at each, built on strong staff-prisoner relationships that kept violence, self-harm, and drug use low. Prisoners at Usk had more than nine hours of unlocked time each day, and the Chief Inspector noted that outcomes had improved even further since an already strong 2021 inspection, with most prisoners saying their experience there was likely to reduce their chances of reoffending.
