HMP & YOI Feltham is really 2 establishments under one management, Feltham A, which holds young people (aged 15-18), and Feltham B, which holds young adults (aged 18-21). It is run by HMPS as part of the London Region. The #1 governor is called Natasha Wilson, who has been in charge since April 2022.
Feltham is split into two establishments on one site: Feltham A, a young offender institution for boys aged 15–18 with a population usually around 100, and Feltham B, which has more recently moved from holding young adults towards operating as a full adult Category C prison, with a population of around 450.
On the A side, a full inspection in March 2024 found very high levels of violence and disorder, long periods of separation for vulnerable children following the closure of a specialist unit, excessive time locked in cells, and poor family contact arrangements. A follow-up review in late 2024 found only two of nine areas had made good progress (family contact and public protection); the Independent Monitoring Board’s most recent report, to October 2025, recorded boys spending up to 22 hours a day locked up on some days, weapons being found roughly weekly, and mental health transfers taking up to 92 days — well beyond national guidelines — though it also praised the Alpine unit’s intensive support for the most complex children and pockets of genuinely excellent education.
On the B side, monitors described a more positive trajectory: a reform to “keep apart” restrictions cut the number of such arrangements from over 600 to just 12, allowing far more men to move freely to work and activities, staff assaults roughly halved, and new substance-free living units were introduced. Both sides continued to struggle with staff shortages, including a probation staffing situation described as being at “crisis level”.
