HMP&YOI Warren Hill, in Suffolk, opened in 1982 as part of the neighbouring Hollesley Bay Prison before becoming an independent establishment in 2002. It is a closed Category C prison, with a capacity of around 264, mainly holding men serving long sentences, including life sentences and, historically, imprisonment for public protection (IPP) terms, with most held in single cells with their own sanitation.
HM Inspectorate of Prisons visited in February 2025 and rated Warren Hill “good” across three of the four healthy prison tests, with the fourth “reasonably good” — a strongly positive result. Inspectors found a supportive culture with very little violence or drug use, good relationships between staff and prisoners, and more than 11 hours of purposeful activity available on weekdays. The main concern raised was a high recall rate, with around half of those released from Warren Hill later returning to custody, and inspectors called for stronger links with employers, more capacity in the approved premises replication unit, and better use of temporary release to help prisoners resettle successfully.
