HMP Morton Hall, on the former RAF Swinderby site near Lincoln, has had several previous lives – including as an open prison and, from 2001, a women’s prison – before becoming an Immigration Removal Centre in 2011. Following the IRC’s closure in 2021, it reopened in December 2021 as HMP Morton Hall, a Category C resettlement prison holding adult male foreign national offenders. It is run by HM Prison and Probation Service, the current Governor is Karen Head, and the prison has an operational capacity of around 353.
HM Inspectorate of Prisons carried out a full inspection of Morton Hall in its early days as a resettlement prison, in October and November 2023, and found a mostly encouraging and respectful culture with clean, decent accommodation in pleasant grounds. The main area needing improvement was the quality of the day-to-day regime: inspectors found too little access to work and education, and many prisoners were frustrated at their inability to progress through their sentence, partly because of limited contact with offender managers and no use of release on temporary licence at the time of the visit.
