HMP Fosse Way opened in May 2023 on the site of the former HMP/YOI Glen Parva in Wigston, Leicestershire, and is run by Serco under a long-term operating contract. The current Director is Wyn Jones, in post since December 2022, and the prison has a design capacity of around 1,715 places, with an approved expansion that could add a further 250 in future.
Fosse Way opened in May 2023 on the site of the former HMP/YOI Glen Parva, and is one of the newest additions to the prison estate, built as part of the government’s wider prison-expansion programme. It is a Category C resettlement prison with capacity for over 1,700 adult men.
Its first full independent inspection, in March 2025, found significant problems for such a new establishment. Inspectors reported high levels of violence leaving prisoners feeling unsafe, widespread availability of illicit drugs with high positive test rates, and heavy use of PAVA incapacitant spray and batons with insufficient attempts at de-escalation first. They also found prisoners had little meaningful face-to-face contact with the offender managers responsible for their sentence progression, reception interviews did not properly explore risk factors, and there were long waits for mental health hospital transfers, alongside a relatively inexperienced staff team still settling in.
